January 7, 2015
The Organizational Meeting of the Milford Town Board was called to order at 6:10 pm by Town Supervisor Chris Harmon. Present were Councilmen Vera Sosnowski and Brent Baysinger and Town Clerk Kenneth Sosnowski. Highway Superintendent Richard Atwell, Town Attorney Michelle Kennedy and Councilmen John Gill and Harold Couse were absent.
I, Chris Harmon, Town Supervisor, make a motion to accept the following designations, appointments and salaries.

Town Board Meetings: Regular monthly meetings on the third Wednesday of the month at 6:30pm, at the Milford Town Hall in Portlandville, New York.

Zoning Board of Appeals: Fourth Thursday of the month, as needed, at the Milford Town Hall, Portlandville, NY, at 7pm.

Return Check Fee: $20.00. Fee will be posted
Highway Dept. – Temporary Part Time: Paid as per contract; no benefits. Part time drivers paid at Laborers for the Milford same rate as regular drivers.
Justice Court: Tuesdays depending on the agreed schedule between the Town Justices. 2nd Tuesday is DA night.
Jurors: $10.00/sitting. Paid by submitted voucher. No mileage.
Mileage Rate: $.555/mile.
Mileage for the Supervisor and Councilmen, excluding Town Board Meetings and travel to and from the Town Hall, is paid at the rate of $.555/ mile by submitted monthly travel voucher.
Mileage for the Town Justices and Court Clerk, excluding travel to and from the Milford Town Court and Town Justice Office, is paid at the rate of $.555/mile by submitted monthly travel voucher.
Mileage for the Town Clerk, excluding Town Board Meetings and travel to and from the Town Hall and Town Clerk’s Office, is paid at the rate of $.555/ mile by submitted monthly travel voucher.
Mileage for the Tax Collector, excluding Tax Collector Hours and travel to and from the Town Hall is paid at the rate of $.555 per mile by submitted monthly travel voucher.
Mileage for the Zoning Enforcement Officer and Code Enforcement Officer, excluding Board Meetings and office hours travel to and from the Town Hall, is paid at the rate of $.555/ mile by submitted monthly travel voucher.
Mileage for the Environmental Control Officer, excluding Town Board Meetings and travel to and from the Town Hall, is paid at the rate of $.555/mile by submitted travel voucher.

Deputy Highway Superintendent: William Sunkenberg

Motion: The Town Supervisor made the motion to accept the aforementioned designations, appointments and salaries seconded by Councilman Sosnowski.
Vote: All Ayes. 2 absent
RESOLUTION: Resolved by the Town Supervisor that the Community Bank N.A. be designated as a depository of all funds received by the Town of Milford with permitted maximum deposits at any one time in any bank of $1,200,000.00. Be it further resolved that the Supervisor be hereby authorized to invest money, not needed temporarily, US Treasury obligations and various savings accounts in certificates of deposits at prevailing interest rates in any bank authorized for deposits of all funds per this resolution. The total deposits excluding US Treasury obligations are not to exceed the amount authorized by this resolution and are to be secured by obligations of the United States of America, the State of New York or political subdivisions to the extent deposits exceed FDIC Coverage pursuant to Section 11 of the General Municipal Law and the State Comptroller’s Finance Guide. The Supervisor shall monitor collateral pledged by banks as to adequate and custodian arrangements.

RESOLUTION: Resolved by the Town Supervisor that the Supervisor be authorized to pay utility services; electric, telephone, gas, cable and heating oil prior to the claims audit. Be it further resolved that the Supervisor be authorized to pay postage prior to the claims audit.

Motion: The Supervisor seconded by Councilman Baysinger made the motion that the Town of Milford go with NYS Contract prices for fuel oil which is currently lower than the county bid even though there is a fluctuation in the price. Vote: All Ayes. 2 absent
